Our services will be delivered in various settings, including child care centers, family child care programs, churches, community centers.
SCORE provides opportunities for children to engage in recreational and community activities and
financial assistance as well as financial opportunities for children to enroll in quality childcare programs in Maryland.

Pam McGilvery an enthusiastic, self-motivated, reliable, responsible and hard working entrepreneur. An early childhood educator for over 20 years. Also, the owner and operator of Mrs. Pam and Me Early Learning Center and the founder of SCORE. Her goal is to provide high quality care and education for young children, by focusing on the individual child's needs and stimulating social, cognitive, physical and emotional growth so they will be prepared for kindergarten.
Celeste Smallwood currently works as a special education teacher. She work at a private school for children with disabilities and is passionate about helping students develop the skills needed to succeed in school and carry them into adulthood. Celeste has worked with various age groups, from infants and toddlers to preschool and elementary school. She volunteers as a youth co-leader at her church, providing guidance and support through Bible study and youth events.
Celeste has been working in the special education field since 2017 and joined her current employment in 2018, where she has held positions from dedicated aide to assistant teacher to mentor and now a teacher. She earned a bachelor's in human development in 2022 at the University of the District of Columbia and is currently working on her master’s degree in special education at the University of Phoenix. Celeste is committed to ongoing professional development through workshops, training, and conferences to continue her professional development and provide the best support to the youth and families she serves.
Paige McGilvery is a passionate educator who discovered her love for children at an early age. As a child, Paige’s mother owned and operated an in home daycare where here commitment to serving children began. Throughout her high school tenor, Paige complete the Child Development Program where she received her ECE credentials. As her passion for children expanded, Paige obtained her bachelors degree in Social Work in May of 2018 from Virginia Union University. Following her graduation, Paige Decided to remain in Richmond, VA where she served as a Family Service Worker in the Foster Care Unit for the Richmond City Department of Social Services. Once moving back to MD in 2019, Paige began working as a Math Core Support Teacher at a local Middle School where her true love for education began. From there Paige transitioned to teaching pre-k for 2 years. Currently Paige serves a a kindergarten teacher in the Prince George’s County Public School System. working first hand with kindergartners, Paige thoroughly understand the need for early childhood education and is ecstatic to serve as the Vice President for S.C.O.R.E.
Dr. Brathwaite, DSW, LCSW-C, LICSW has over 17 years of clinical experience. She specializes in Sex therapy, Trauma, CBI (community-based interventions), Person Centered Care, Crisis Intervention, Cognitive Behavior Therapy, Behavioral Therapy, Narrative Therapy, and MultiSystemic Therapy. She works with adolescents, families, couples, and individuals. She has been supervising therapists, interns, and case managers for over 12 years.
Dr. Brathwaite has worked with the foster care system, juvenile services, social services, both Maryland and D. C’s school systems as well as Maryland and D. C’s court systems. She has served as clinical manager/director in multiple outpatient mental health clinics in Maryland and DC. She currently has a consulting and private therapy practice in Bowie Maryland. She is a licensed clinical social worker and board supervisor in Maryland, Washington DC, Virginia, and Georgia. Dr. Brathwaite is a certified Sex Therapist and holds a substance abuse license in the state of Maryland.
She received her bachelor’s degree in African American Studies from the University of Maryland - College Park. Her Master of Social Work from the University of Maryland - Baltimore and her Doctor of Social Work from the University of Southern California.
Dr. Brathwaite is currently the Clinical Director at an Outpatient Mental Health Clinic. She also has a private practice that specializes in sex and trauma. She works with notice therapies to place Black and Brown therapists in Black and Brown communities. Dr. Brathwaite works to destigmatize therapy and break generational curses
Arlene Ennis is a proud Prince George’s County, MD resident, where she owns and operate an Accredited Child Care Program. She has been an Early Childhood Educator in Maryland for over 28 years. Arlene currently serve on the Board of Director for the Maryland Association for the Education of Young Children (MDAEYC) and the Maryland State Family Child Care Association (MSFCCA). She is also President of our local child care Association, the Professional Child Care Provider Network of Prince George’s County, Inc. (PCCPNPGC).
Arlene’s passion for Early Childhood Education field has moved her to serve over the years where she could make a difference for the children in Prince George’s County. Her continued belief is that every child should have access to a high quality child care program and that is why she is ready to help parents secure this precious asset for their child/children.
Elise M. Balcom is a retired attorney originally from Huntington, New York, who also lived in Virginia for 30 years. Elise earned her BA degree from the State University of New York at Stony Brook and her Juris Doctor degree from Syracuse University College of Law. While living in New York, Elise worked for two different NY Supreme Court Justices as law Clerk. She also worked for NY’s Chemung County, prosecuting child abuse and neglect among other things. She has served on various charitable boards, including CASA in NY (Court Appointed Special Advocates, assisting the courts with cases of abuse and neglect), Dos Santos (helping migrants living on Virginia’s Eastern Shore), Tidewater Humane (assisting those qualified with getting pets stayed/neutered), Schola Cantorum (a local choral group), and on the governing body of her church. She was a CASA volunteer worker in Virginia, and worked on behalf of her church with several families in a local trailer park. In addition, she did volunteer work for the Episcopal Diocese of Southern Virginia, including co-chairing its Stewardship Committee for several years, and also working as a Transition Consultant (assisting local parishes in locating and calling clergy). Elise and her husband, Dr. Robert Balcom (a retired neonatologist)) moved to Annapolis, MD in August 2023 to be near family.
Linda Hilton has Bachelor of Early Chidhood Education, Minor in Special Education. Linda is the owner and operator of Capital Childcare Center for 36 years.
